That's the question. What does it mean? A missing dependency? A bug in the library? A can report the problem to Debian BTS, but how to describe it?

Googling returns some 150K+ results for the warning, so it should be well known. I have never investigated it but I certainly have seen it many times in various apps.

I don't think this is a requirement for this package. Either some Gtk package or at most qt-gui library should pull it. I don't see any reason why each GUI package relying upon Gtk should repeat that requirement, even though it is not using it directly.

You're right, we can consider direct dependency as a temporary solution.
There is quite recent bug report http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=711583
I've subscribed to it, so we will see when and how it will be solved.
