Most likely from widgetizer or similar tool, also some buff related moves not be working maybe related to this maybe some other bug, like ono(tsukikage) ultimate. also his ult in 1.3.9c grants enemies a speed buff (faster) rather than a speed debuff (slower).

Yep. ~~#81~~, ~~#83~~ and other graphical issues are due to map protecting tools. Do you have recommended setup? I dont wanna use vex only.

Didnt know about buff/debuff issue. I'll add later in the list.
