[1.3.9i] Flak doesn't give hp regen

Flak doesn't give hp regen (or give very little, at least less than 4 hp/sec) but tooltip says it gives 8 hp/sec. In addition, flak magic resist or cloak can stack. For example, 6 flaks on a normal hero = 91% magic resist. 6 cloaks on a normal hero = 71% magic resist.

Stack is intentional. HP regen has been fixed fo 1.3.9j
