loss of grainy with --psy-rdoq 10.0

compared --psy-rdoq 10.0 and --psy-rdoq 0.0 and observed the loss of grain with --psy-rdoq 10.0(it is enabled with --tune=grain)

    The purpose of --tune grain is not necessarily to preserve grain - it is to produce the best possible encode of grainy content. This is a complex topic, with many different aspects (too long a discussion to have in a single BitBucket issue). We are actively working on this right now, but obviously, due to the situation in Chennai our team is distributed over multiple locations. Mahesh- you need to discuss this topic with Deepthi, and she will update you on our R&D for dealing with grainy content.
