Blu-ray compatibility

Add --blu-ray-compat to x265, enforcing profile, level and tier limits as well as GOP structure limitations defined by the Blu-Ray Disc Association.

--uhd-bd probably does what you want, since normal blu-rays do not support H.265

Hi Cu - Deepthi is the x265 architect and Engineering Manager. She knows all of our x265 options. This issue was created to track requests for this feature. Initially the engineers were thinking that the would use --blu-ray-compat as the command line option for this feature, but I asked them to use --uhd-bd. Tom
