banding and loss of grain when using (new) --tune grain

Issue #250 resolved
sneaker created an issue

I'm using x265 1.9+86, i.e. a version with the recently updated --tune grain. If you look at the girl's clothing you will see a total loss of grain and some banding artifacts. These don't appear without tuning. See the attachments for screenshots, command-lines, source and output files.

x265 source.y4m --y4m --frames 100 --preset slower --tune grain --bitrate 7000 --pass 1 -o tune_grain.265 x265 source.y4m --y4m --frames 100 --preset slower --tune grain --bitrate 7000 --pass 2 -o tune_grain.265

I have attached the source as lossless H.264/mp4 to meet the bitbucket attachment size limit. You can alternatively download the source as y4m from here: https://mega.nz/#F!51cRURzb!KtTjtCeP1e6rF9eb5tSAsA

Hi, tune grain is meant ONLY for natural video content shot on film, with very visible grain. Your video does not fit into this category, it's anime. Note that tune grain turns off a lot of options that will benefit your content.
