Error in nal_initial_cpb_removal_delay

Incorrect value found by analyser for nal_initial_cpb_removal_delay for schedSelidx[0].

Value is supposed to be between 0 and 90000(CpbSize[i]/Bitrate[i]) but seems to be 90000(CpbSize[i]/Bitrate[i])+1.

Error only occurs when -hrd flag is set.

Is it possible to get this error investigated and corrected?

Fixed the nal_initial_cpb_removal_delay calculation recently. Can you please test this issue at the current tip ?
