Nice to have feature frame thread adjustment when using specific pools

Former user created an issue

When using --pools="+,-" or some variation the number of frame threads are not adjusted. For example my system is dual package 4 cores/ 8 threads each for a total of 16 threads. When using all 16 threads the number of frame threads used is correct at 5, but if the --pools="+,-" is invoked only 8 threads are being used and the frame threads are still 5. I have to explicitly use --frame-threads=3. Tested on x265 2.1+25.
