Option to make speed presets adaptive to context

option make speed (fast, slow, placebo) adaptive to:

what type of video is beign processed (heurisitics) bit depth, resolution, (file size??), duration

what type of encoding device is being used (mobile, desktop, #cores, CPU(32,64; arm,x86.. ; or AVX, SSE... , AMD,intel..), ram available) (esp since depending on.. etc, the speed/quality ratio's may be different )

what type of viewing environment, (mobile, disc, desktop)
