Step to reproduce: Set slices, vbv-maxrate and vbv-bufsize

What happens: hangup. position depends on source and cpu.

Additional info: build info [Windows][MSVC 1800][64 bit] 8bit

I executed with the following options.

x265 --input 1280x720_60p.yuv --fps 60000/1001 --input-res 1280x720 --output slices.265 --crf 21 --vbv-maxrate 6000 --vbv-bufsize 6000 --slices 4

Thanks for the bug report. Our support for slices remains experimental at this point, and we're working aggressively to improve it. We have seen this on our end as well, and are working to root-cause and fix it.
