cbqpoffs/crqpoffs set to 6 by psy-rd even though explicitly set to zero.

I'm using FFmpeg to transcode some RGB video to H.265, I'm specifying “-x265-params cbqpoffs=0:crqpoffs=0:colormatrix=0" but the offsets are automatically set to 6 because psy-rd is enabled. Setting them to 1 or -1 works fine, but isn't what I want.
