Scenechange detection misses two clear scene cuts

The default scenechange detection method seems to miss two quite obvious scenecuts in this test clip. The scenechanges in question occur at frames 380 and 582. I have tried different values for both --scenecut and --scenecut-bias, but they do not help here.

The new histogram-based method has no problems finding them at threshold 0.035.

Tested by cropping the black borders off and downsizing to 1280x544 with Spline36.
