AMD Castle Peak (Zen 2 Threadripper) - NUMA nodes detected when no NUMA nodes present or available

The third gen. Threadripper CPUs consists of four separate CCDs (with up to eight cores each) and an IOD, which contains the memory controllers and the miscellanious IPs. Despite the MCM structure of these CPUs, they behave exactly the same as a normal monolithic CPU, unless otherwise specifically configured.

With NUMA node count set to zero (NPS0, the default configuration), X265 still detects NUMA on this platform, even when no other application does. This seem to be somehow related to the number of cores / threads, since this behavior is not present of the same generation CPUs for AM4 platform, that use the same MCM structure (albeit only up to 2 CCDs).

The CPU in question is an qualification sample of Threadripper 3970X.
