A Bug(?) causes hardware decode producing incorrect results in a rare situation.

vbv on, weightp on, b-adapt > 0, aq-mode > 0 will cause this bug to happen, if any of these conditions are not met, there will be no such problem (see examples).

FFmpeg-based software decode will be fine, but libde265 will crash.
