hevc-aq with vbv limits crashes

I troubleshooted a bit and it seems that hevc-aq combined with vbv-maxrate/vbv-bufsize will crash if they are set too low. It throws C0000094 error which means dividing by zero(?). It only appears with hevc-aq enabled.
