Enable configuring log level via api

Hi, I want to specify where logs go. I don’t want to redirect stdout because that would require spawning a new process per encoder.

ffmpeg provides the API av_log_set_callback. Ideally, x265 could use that same callback. If not, I would appreciate if a similar API was provided.
