Can the process of CABAC work in parallel?

When SAO is open, the process of CABAC is delayed until the work of predicting(processRowEncoder) and filtering(processRowFilter) is done, also the process(encodeSlice) works serially(CTU by CTU), can it work in parallel to improve parallelism?
