"See also" index entries are in wrong place in fbs-public (and fbs-author)

In the public version of the book, the “see also” index entries appear at the start of the list instead of the end. This happens because we are numbering pages by chapter and the index has pages numbers “I-nn”. Unfortunately, makeindex sorts “I” before the numbered chapters (it thinks it is a roman numeral) and this means that the see also entries, which are included in Index.tex, end up coming before the entries for that index term.
