All generators stuttering rhythmically on LG G4

It's a repetitive, evenly spaced break in all sounds, regardless of settings. When I close the app interface and leave a sound playing, it smooths out briefly and then goes back to the sound strobing.

Yep, this is the power-management kicking-in. Could you check if your phone can exclude the app from the aggressive power management? There might be a way for me to 'fool' the power manager into not deprioritizing the audio thread but this isn't implemented yet.

If there is a power management aside from "Battery saver" mode, I can't find it, and I have already got Battery saver (at 15% battery level) turned off. The only other thing I see here is a game optimizer that adjusts video quality in games to save battery. There's nothing under the individual app in app management, either.

I am having the same issue on a Samsung Galaxy J3Luna pro. It's like the sound you might hear on an imperfect vinyl record.

I added MyNoise to my device's "ignore" list for Power Management, but that didn't solve it. I also tried re-downlaoding with no luck.
