Conduct a practical trial for introducing a "Fencer" skill

There is a slight bias in favor of introducing the skill. Based on such, the next step is to conduct practical trials of it at some point. This may not be for some time yet.

Fencer skill has been implemented, but am being selective as to who gets to use it at this stage as it may still need fixing.
