R.java file not created automatically on nbandroid project

my build.xml is empty , build function gets an error , "build.xml:1: Premature end of file."

Hi. You must download sdk https://dl.google.com/android/repository/tools_r25.2.3-windows.zip?hl=id and replace the tools paste for this downloaded.
