Running “coverage” without arguments should print help

If “coverage” is run without arguments, its output is a single line:

Code coverage for Python.  Use 'coverage help' for help.

Instead of telling the user to run a command, we should simply print out the help for them — the above message should go away, and “coverage” should become an exact synonym for “coverage help”.
