Cannot report without network connection

Issue #634 invalid
Jairo Llopis created an issue

I have isolated CI environments that cannot make use of this tool because they get this error when reporting:

  Retrying (Retry(total=4, connect=None, read=None, redirect=None)) after connection broken by 'ConnectTimeoutError(<pip._vendor.requests.packages.urllib3.connection.VerifiedHTTPSConnection object at 0x7fbde832ec50>, 'Connection to pypi.python.org timed out. (connect timeout=15)')': /simple/coverage/
  Retrying (Retry(total=3, connect=None, read=None, redirect=None)) after connection broken by 'ConnectTimeoutError(<pip._vendor.requests.packages.urllib3.connection.VerifiedHTTPSConnection object at 0x7fbde832ee10>, 'Connection to pypi.python.org timed out. (connect timeout=15)')': /simple/coverage/
  Retrying (Retry(total=2, connect=None, read=None, redirect=None)) after connection broken by 'ConnectTimeoutError(<pip._vendor.requests.packages.urllib3.connection.VerifiedHTTPSConnection object at 0x7fbde832edd0>, 'Connection to pypi.python.org timed out. (connect timeout=15)')': /simple/coverage/
  Retrying (Retry(total=1, connect=None, read=None, redirect=None)) after connection broken by 'ConnectTimeoutError(<pip._vendor.requests.packages.urllib3.connection.VerifiedHTTPSConnection object at 0x7fbde83188d0>, 'Connection to pypi.python.org timed out. (connect timeout=15)')': /simple/coverage/
  Retrying (Retry(total=0, connect=None, read=None, redirect=None)) after connection broken by 'ConnectTimeoutError(<pip._vendor.requests.packages.urllib3.connection.VerifiedHTTPSConnection object at 0x7fbde8318910>, 'Connection to pypi.python.org timed out. (connect timeout=15)')': /simple/coverage/
Could not find a version that satisfies the requirement coverage (from versions: )

In such case, reporting should be available also.

This looks like your CI is trying to install coverage. How can coverage be available before coverage is installed?
