Notification popping on screen (for a long time) when starting a timer

Note, this may be device-specific (or I may have manually changed the default setting for notifications). If you can’t replicate, I can reinstall and/or send logs.

[1] Upon initiating a timer, a notification is created and the high priority (at least on my device) results in the notification ‘popping’ onto the screen. Personally, I don’t believe having the notification pop onto the screen adds value considering the already floating nature of the timer.
[2] If the notification popping onto the screen is intentional and deemed desirable, it at least should not be as long as it is--seemingly over a minute vs just a few seconds!

This is not what I meant to do at all, sorry about that. Will fix in next Sunday’s release.

Fixed it along with adding some additional flags around how the notification is built and displayed.
