migrate old nooron issues from bitbucket to github

There are a bunch of issues over on bitbucket in the (still) main repo for nooron.

There are tools for migrating issues.

For those to work there should not already be issues in the target github repo. It would be best to migrate the old issues before opening up https://github.com/smurp/nooron/issues for public contribution.

This leaves the question, where should new issues go (for the moment)?
