FedEx priority intl doesn't show up. V1.9.0

zc version 1.57d. I tried to get a shipping quote from US to Canada T5R0P1, it only display fedex ground and economy. Priority is not shown up. In the admin settings, "Enable International Priority" is set to true.

plug-in version 1.8.1 works fine.
