Adds patches to gcc/7.3.0 and binutils/2.28.1 that add support for NuttX OS. The OS is setup to follow almost identical logic as the arm-unknown-none-eabi toolchain. However an additional header file is included, gcc/config/nuttx.h which allows us to tune things in the toolchain when the OS is NuttX.
Adds BR2_GCC_SUPPORTS_NUTTX_OS and BR2_BINUTILS_SUPPORTS_NUTTX_OS options which patch packages/gnuconfig/config.sub when these tools support NuttX OS more intimately
