Create front page content

Static front page content is already possible to place with the 'Sub title content' which can be found in the administration area. It is however placed between title (image) and navigation, and is more suitable for taglines.

Two possibilities: * Create additional static content which is placed in the actual page, e.g. under the notices, or * simply move the existing static content down. Taglines are then not anymore possible, however.
