Remove the periodic boundary condition support

Since FEniCS currently does not support periodic DG the code is barely tested and most of the solvers do not support it (function spaces are created without constrained_domain)

When DOLFIN-X adds new mesh based periodic domains this will probably be easier to support and hopefully also support DG. The periodic BCs can then be re-added
