Start date is misleading for self-paced courses

The concept of a "start date" on OERu.org for an asynchronous course can be misleading. Saying a course "started" on 10February may put learners off when it actually became available that date but can be "started" at any time (until the end of the year).

Added a "self-paced" checkbox. If checked, the "start date" is interpreted as the date the course becomes available.
