Provide permanent link to course materials

A key requirement of an OER course is the ability to access the course resources without password access. Courses hosted and developed on WikiEducator meet this requirement.

We need a solution which provides a link to the course resources when available. Perhaps a "preview" course materials link for past and future courses?
