SWT excludes are broken

They've been broken for over three years! In Okapi commit cba6976a, we moved to the new SWT repository and SWT 4.x. That also changed the group/artifact IDs for the SWT libraries. However, the longhorn-app/pom.xml was never updated, so its SWT exclusions silently stopped working.

This means that for 3 years we've been accidentally bundling SWT jars in longhorn, which can produce strange behaviors like spawning UI windows if you happen to be running longhorn on a platform that matches the bundled SWT jar. That's what's happening for me now, although it never used to happen to me on OSX, which is what most of the builds for the last couple years have been. Strange.
