TTX TargetLanguage stays empty

When writing out a TTX file with the TTX filter, if the TargetLanguage attribute of the header is empty, it remians empty while it should be set to the same code as the Lang attributes for the target.

Fixed: empty TargetLanguage now output the target language of the process when the header is written out.
