Possible flag for ID re-alignment in target

A flag indicating that a target container has codes where ids have been re-number to match the source may be useful in some case.

for example: when creating the resource from a TMX file where there are existing IDs.

The flag would be set to indicate that the original IDs have been changed in the target.
