Leveraging XLIFF translations from Moses MT to target segment doesn't change status

Issue #221 wontfix
Former user created an issue

Original [issue 221](https://code.google.com/p/okapi/issues/detail?id=221) created by Achi... on 2012-04-18T16:39:00.000Z:

What steps will reproduce the problem? 1. Export segments from an XLIFF file into Moses InlineText (tikal -xm), status of the target segments in the XLIFF file is "needs-translation" 2. Translate a file in Moses InlineText format using an MT engine 3. Leverage the translations back into the XLIFF files and overwrite the target segments using the option -overtrg e.g. tikal.sh -lm foo -overtrg -from foo.fr

Result: Translations get correctly leveraged into target segments, but status of the target segments is still "needs-translation"

Expected: Status of target segments set to "mt-suggestion"; see http://docs.oasis-open.org/xliff/v1.2/os/xliff-core.html\#state-qualifier

I didn't try to overwrite empty targets with the -totrg option, but the same status setting would be useful in this case as well.

Versions: Okapi M15 on Ubuntu Linux 10.04 LTS

The issue is complicated to resolve because Tikal uses code shared across the whole framework that is not necessarily meant for only XLIFF. Currently the target state attribute, while captured, is read-only. Updating it is something we need to do. but it needs to be done in the Okapi abstract model rather than just for XLIFF (i.e. taking into account other file formats that have similar state).
