Initial empty msgid get a #, yes extra line

PO files with an initial msgid empty entry have an extra \#, yes line at the top. Some skeleton writing done before the encoder are set most likely. Also the empty entry should not get auto-properties.

Fixed when changing fuzzy handling to have read-only property for 'approved=yes' cases.
