Currently the code simplifier skips bilingual formats becuase of the danger of different codes across source and target. We should be able to simplify text units which have no targets.

Some SDLXLIFF segments have have a pair of trailing/leading tags, which is quite cumbersome.
Example:
<g117><g118>This is an example sentence.</g118></g117>
The filter plugin should be able to trim those extra tags away.
