When re-writting the attached input document, all locQualityissueRef are converted to local ID ref, presumably to a local stand-off element.
But the stand-off element is not written out in the document.

    I put the test files in the its dir of the integrations test. The xliff output has nothing in the body. Have things gotten worse?
