Merger not working for XLIFF extracted to XLIFF with non-translate

merger is not working when merging an XLIFF generated from another XLIFF and the no-translate TU were not output. the ID used by the merger seem to be sequential instead of the ID of the extracted document. See Rainbow extraction test1.

Fixed. Non-translatable TU are skipped in both the original and the merging files now. But this means you cannot modify non-translatable entries (not just translation) at all. OK for now, but we may need to be more flexible later.
