HTML filter not extracting simple html content

The HTML filter does not get the text in the attached file, which is simple html with a table at the top.

This is the behavior I see when using a pipeline - but since my event based unit tests pass the filer must be working in those contexts. I will put this at the top of my list come Monday - then move to finish the pipeline redesign.

I've confirmed this is a pipeline problem not a HTML filter problem.

Actually it seems to be for any HTML file: The filter now return start, start-doc, end-doc and finished, nothing in between.
