TXML with segments commented out are not processed correctly

Some TXML files now have their <segment> element commented out by the WFP Perspective (e.g. golden matches...).

The comments are not preserved at that level and the entry is not processed properly. Even if the comments were preserved, that lack of all the expected elements in the parent element is likely to cause issues.

Filter needs to be updated to: a) preserve the commented data, and b) somehow handle the case where all segments of a group are commented out.

Resolved issue #501 where in the TXML filter commented-out segments were lost in the output.
