ITS targetPointer feature is not finished in ITS Filter

It looks like the targetPointer feature is not completely done in the ITS/XML filter. The translated text is written back in the source, while the source is copied into the target location. This is for the case where the target element exists.

    There is a unit test for this, but the assert on the output was commented out. This was forgotten and then the test was seen has passing and was never completed.

    We (Lingotek) have also run into this issue. Should prioritize to fix.
