PO Filter should auto create missing target plural msgstr when nplurals is defined

Other tools such as po2xliff autocreate new textunits for plural forms when nplurals is defined. The Okapi PO filter should automate this process. See attached test.xliff generated by po2xliff (in the ubuntu/debian package translate-toolkit).
