Add InlineCodeFinder support to the XLIFF Filter

This is a request we've gotten; the immediate use case is as a way to handle HTML tags that are (incorrectly) included in the XLIFF content, but also to handle ad-hoc variable syntaxes, etc, that may appear in XLIFFs.

There's sill a bug here related to using the code finder on content that was inside a CDATA section (sigh).

Final problem should be resolved with commit 8e61c3c299d8, which I mis-tagged as being on issue #622.
