XLIFF Filter: true subfiltering of CDATA content

With the work in #662 and the "preserve CDATA" option, we can muddle through handling the HTML content embedded in XLIFF CDATA that CMSes are so fond of. However, this still produces ugly segmentation in some cases because that solution is ignorant of the HTML structure.

I think it's time to crack open Pandora's box and allow real subfiltering of CDATA content in XLIFF.
