Subfiltering step: make HTML subfilter configurable

This issue is for the Subfiltering step that will be added when pull request #300 is merged. Creation of this issue is one of the the code review comments by @DenisKonovalyenko .

The Subfiltering step currently can use the HTML Filter as the subfilter and it is pre-configured. The user of the Subfiltering step cannot change the configuration via UI or Java code. The reason is to keep the single quote marks in the original document from becoming .

We should relax this and accept any configurations as well as they confirm to a certain set of rules that should be clearly written. Or we could force programmatically change a certain aspect after loading the configuration.
