XLIFF Filter: improve XLIFF 1.2 note support

Currently, only trans-unit level notes are supported (alt-trans and trans-unit level collapse has a relevant issue #876).

It would be great to add support for the group and bin-unit levels.

For more information on the structures please refer to an attached example.
