xliff 2 filter does not convert translate attributes when converting to TextUnit...

For those that depend on an xliff 1.2 as an intermediate file this means the translate=no is not handled properly by the system as these attributes are missing from the xliff 1.2 file (or any other system that depends directly on the okapi TextUnits)
