Text is exported in XLF but not leveraged

I am creating an XLF file using the -x option but the translation appearing in the target of the XLF is not leveraged.

Not sure if it’s because the text is locked or it’s in fields but why it’s exported but not leveraged. I would expect not to export the text is such a case.
