Requirements from Jim

• Based on content or domain we need to selectivity apply rules. For example, if some content comes from publishing we configure some checks as errors, otherwise they are warnings or do not apply at all.
• We will apply some rules based on leverage status.
• We will handle search and replace outside the checker step - using the standard search and replace or a custom step.

Requirements from Yves

• Error items should be recorded as annotations on any events to allow:
  • checks at level higher than text units
  • capability to create QA results in different steps.
• The annotation should be mappable to the ITS 2.0 Localization Quality Issue data category (with extra info possibly)
• The annotation should work inline as well as at structural levels.
